In a message to the citizens of Cacak and the leaderships of Yugoslavia and Serbia, the local opposition politicians stated that "true allies and friends, who would be willing to support our political and economic interests must be sought".
It was demanded from the Yugoslav and Serbian leadership to "immediately start working towards the establishment of lasting and open relations with the neighboring countries" and to immediately begin to "establish normal relations with Montenegro".
They appealed to all citizens of Cacak, members of the Yugoslav Army stationed in Montenegro, to "appropriately behave towards the locals and Montenegrin authorities".
The municipal authorities of the Cacak municipality called on the citizens to gather every Tuesday at 3:00pm at the central city square and repeat the appeal for peace and call on the world powers and Yugoslav politicians to "show respect for our people".
