Addressing the citizens of Montenegro, president Milo Djukanovic said the following:
"Tonight, unfortunately, as we have been warning for months, the NATO forces attacked military targets throughout FRY. Tonight, NATO bombs fell on the territory of Montenegro, striking military objects, but also causing, unfortunately, civilian casualties. These are all tragic consequences of a mindless policy which led to a confrontation with the rest of the world. That policy led our country into a dangerous adventure, in which peace and lives of our citizens are at stake.
"Montenegro has done everything in its power to prevent that suicidal adventure with far reaching and devastating consequences. However, it is taking place, in spite of our innocence. We have been warning all the key factors in the country and abroad that the Kosovo crisis cannot be resolved by force, including the attacks by the International Military Forces. Because, the force cannot bring peace to Kosovo, nor Serbia, nor Yugoslavia. Because of that I appeal one more time to the the leadership of our country and the International Community to go back to the negotiating table. Our future does not lie in the conflict with the whole world and thereby we demand from president Milosevic to abandon the policy which leads to collective suffering of the innocent and endangers the survival of our country. At the same time, we demand from the International Community to refrain from further attacks on targets in Montenegro and Yugoslavia. We must turn to peace in the country and consolidation of the relationship and cooperation with the International Community, which is our only perspective."
"The tragic epilogue of the Kosovo crisis most directly endangers peace in Montenegro, which is today the only voice of reason in this region. The whole International Community agrees with that but unfortunately, because of the wrong policy of the federal leadership we haven't been spared from military attacks."(...)
