Financial aid should be increased from the present level of $15 million to $35 million, proposes the USA Central Intelligence Agency (CIA) in its document "Promotion of Democracy in Yugoslavia - basic elements for financial support". The biggest amounts ($10 million each) are reserved for the media and political parties, while non-governmental organizations and higher education are supposed to receive $5 million each. Dollars for youth organizations, trade unions and judges. Prof. Dr. Ratko Markovic: "We have something that America wants to buy - our honor." Dr. Vojislav Seselj: "For the first time we have a document that explicitly states who gets how much". Dr. Milovan Bojic: "This confirms to what extent decrees issued by the Serbian Government as well as the recently enacted laws, were in the interest of the people of this country".

Belgrade, Jan 12 (Tanjug) - The Serbian Government, namely its Deputy Prime Ministers Ratko Markovic, Vojislav Seselj and Milovan Bojic condemned on Tuesday a secret document of the USA Central Intelligence Agency "Promotion of democracy in Yugoslavia - basic elements for financial support". The document suggests to the American Government to more than double the funds earmarked for the financial support of Yugoslavia, increasing them from $15 million to $35 million with the goal of, as the document states, "changing the authoritarian regime in Belgrade".

As Dr. Markovic informed the journalists, according to the CIA document, the funds would be distributed as follows - ten million each for the media and political parties, five million each for local non-governmental organizations and university education, two million dollars for youth organizations and one million each for trade unions, independent judiciary (as if independent judiciary can be bought) and electoral commissions.

The amounts are probably set according to the role the CIA expects the said sectors to play in toppling the "authoritarian regime in Belgrade", Markovic said. He added that the document also envisages the creation of a special international group, which would implement the plan with the help of local non-governmental organizations. That is the content of this short document.

American Methods for Promotion of Peace and Democracy

Nevertheless, the document presents a true picture of the new world order, concluded Dr. Ratko Markovic. The USA is the Alpha and Omega of the new world order. When the USA deems that world peace is endangered somewhere, it drops bombs on the area. If it deems that a regime of a country is authoritarian, it sends dollars by the bagful to avid local sycophants with orders to destroy their own state, i.e. overthrow the democratically elected authorities, Markovic said. That is the American method for the promotion of peace and democracy. Spying, bombing and bribes are the American means for the implementation of the loftiest goals of the human race - world peace and rule of democracy, Markovic said.

The USA offers a new concept of democracy to the modern world. Until now, democracy was defined as the rule of the free will of the people, as the popular rule. Today, America defines democracy as buying votes and bribing citizens, as the rule of American dollars. Such democracy is established by CIA not the people. The whole world knows that the practical American spirit has made that country into a world power. But, now, the USA has obviously gone astray in its pragmatism. The USA basically believes that everything, including democracy, can be bought and sold for US dollars. When it buys democracy, it believes it owns it and expects unquestioning obedience from the parties it has entrusted with its implementation, and treats them as property. The present attempts to make the leader of a party with only six parliament members the new prime minister of Republika Srpska by means fair or foul are also a part of the American idea of democracy. That so-called free will only lasts while it is fed by dollars and that it why the supply of dollars must be increased, assessed Dr. Ratko Markovic.

The US has demonstrated unprecedented hypocrisy towards Yugoslavia and its people, ranging from systematic destruction of its economy through sanctions, bombardment of Republika Srpska, threatening Belgrade and Serbia with air strikes, to refusing to include mercenaries in Serbia's province of Kosovo and Metohija on the list of terrorist organizations. America pretends to be be a friend to that very same people and states in the CIA document that the Serb people deserves better from the present autocratic regime and that it can provide this, like a Christmas tree, which can be bought for the American dollars. The USA, which was the first to demonize Serbs, now pretends to be their benefactor, expecting the impoverished Serbs to sell their souls for a handful of dollars.

Price List for Bribes

The CIA document is sort of a price list of services offered by the corrupt individuals. The document specifies how much each service is worth, and those whose honor is on sale are expected to decide how they can help overthrow the democratically elected authorities in their own country. The salaries for the elected officials specified in the recently enacted and then withdrawn Privileges and Obligations of Public Officials Law are paltry in comparison with the amounts earmarked in this document for the training of the members of electoral commissions.

The document counts on political immaturity of the people in Yugoslavia, based on the conviction that they are unable to elect a democratic government. Consequently it envisages a network of political courses for students, party leaderships, municipal officials and electoral commission members, Markovic said. Once they complete these courses, our citizens will be able to elect their own democratic authorities. The document discredits the authentic political opposition in the country, as it is based on the supposition that opposition parties of a politically immature people are for sale. The document has finally shown the true face of many professional fighters for alleged political and academic freedoms. Now, it is totally clear that it cannot be claimed that some of them were not paid by the American Government last year, when the aid was "only" $15 million. Obviously that was too little, if now the CIA recommends that the assistance be increased to $35 million. It turned out that the alleged martyrs and persecuted individuals were ordinary Western hirelings, who cashed in their alleged suffering in the US dollars. After the discovery of this document there is no more doubt who, for example, politicizes the University, draws students away from learning, and who is behind alternative educational organizations.

In conclusion, carried away by its arrogance, the USA believes that as the most powerful and richest country in the world, it can buy everything. However, Yugoslavia has demonstrated that it is richer than the USA and that the national honor of its people cannot be bought. With this press conference, the Serbian Government wants to make transparent the American methods for the establishment of democracy in our country, concluded Prof. Dr. Ratko Markovic.

Leaders on Sale for a Fistful of Dollars

Explaining to the journalists that our country has obtained a top secret official American document, Deputy Premier Vojislav Seselj said that the document is significant for the national security of the USA and that it is stated on the document that its dissemination is illegal. However, as Dr. Seselj emphasized, the journalists are given this document not only because of its significance for the national security of the USA but also because of its significance for the history of the world. Namely, the document explicitly explains the the behavior of the USA, not only in our country but also in other Eastern European countries and worldwide. In this document they refer to already tested methods, applied in other Eastern European countries. We all know how they changed governments in Eastern Europe, installed certain leaderships and how the leaderships installed by the Americans are extremely anti-Serb and anti-Yugoslav, said Seselj. He added:

"In this document the USA admitted to having some political leaders in Serbia and the Federal Republic of Yugoslavia on its payroll and that it was even getting ready to train the second generation of those leaders. Some of the old ones are falling apart, others have been used up, while some have become obsolete. They want others in their place and are preparing for their education, for their training, so that they can be more successful in their work against their own people and their own state."

Seselj said that $10 million had been allocated in 1999 for political parties. The consolidation of the opposition bloc is proposed. We can now see in this document everything we read in the newspapers every day: meetings in the country and abroad, formation of opposition blocs, the Alliance for Changes... However, the alleged leaders frequently clash. Now we understand that those disputes are of financial nature. They argue about who will get the biggest portion of the loot, said Seselj and illustrated that with an example:

"Do you remember how those paid student leaders fought a few years ago (one of them couldn't show up in public for days because of a black eye received in a fight over mobile phones and computers). Activities against the state are carried out for money. These foreign mercenaries are ready to trample on their own country and destroy it in order to make a handful of dollars and ingratiate themselves to their foreign patrons," Seselj said.

People Cannot Stand Treason

This document has a separate item: covered expenses for trips abroad for student officials. Maybe some of you wonder where that money comes from. The answer is: CIA gives the money so that the alleged student officials can travel abroad and make anti-Serbian and anti-Yugoslav statements there. Recently, we saw such a specimen on various TV stations. They say his name is Boris Karajcic. That specimen later claimed that someone had him beat up in Belgrade. Maybe one of his neighbors recognized him as a foreign hireling and frowned at him while passing by; maybe he got a deserved slap or two somewhere. In any case there is no reason for an official action, because our people cannot stand treason. Throughout its history, this people has shown that it cannot tolerate treason, and it does not tolerate it now when the biggest world power is trying to occupy us, overthrow the legitimate authorities in this country and replace them by quislings.

Seselj said that 35 million dollars the CIA had allocated was incomplete, because the document listed extra costs for "funding subversive activities against the state" and insisted on the "setting up of an international support group consisting of donors who would meet on regular basis and provide extra funding." "We know," said Seselj, "who these additional donors are: Soros and similar foundations. Thus all that is on top of these $35 million."

"Naturally, these traitors," stated Seselj, "have no reason to worry about their income. They are paid directly from the American budget. However, they have one problem, although that is not their conscience since they have proven to have no conscience. Their problem," according to Seselj, "is how their environment, their heretofore friends, relatives, coworkers and compatriots will react to their activities. Because of that, the disclosure of the document is aimed at informing the public about what our country is exposed to, to disclose how some trade union leaders were funded. This document reveals the true nature of strikes and demonstrations and their subversive character. The attempts to manipulate with workers' justified resentment, the social crisis in the country and all hardships, which had been mainly caused by the USA and its policy of keeping Yugoslavia and especially Serbia in a cage by imposing sanctions, blockade and by hampering our economic development and implementation of privatization reform".

Millions for "Independent Media"

"This document," continued Seselj, "is very important because it mentions the so-called independent media. These media are supposed to receive $10 million in order to work against Serbia and the Serb people." He reminded that this is not big news for us but this is the first concrete evidence for that, which makes this document even more precious.

He said that such situation was mostly triggered by Western subversive attacks against our country's independence and sovereignty, Seselj said, adding that "Kosovo-Metohija is the center of everything."

For the first time, explained Seselj, we have a document which itemizes the funds earmarked for various media. Some media did not hide in the past that they are financed by some western agencies, under the auspices of CIA, directly from the CIA budget. According to Seselj, some non-governmental organizations are also on that list, even some organizations for the protection of human rights and environment. They are also on the list of those who are supposed to act against their people and country. "There are various associations for the economic development among whom one immediately recognizes group G-17, which incessantly launches catastrophic visions into public, and guarantees 30, 40, 50 percent higher inflation than it actually is, which guarantees devaluation and perpetual monetary shocks, thus causing from time to time certain psychological effects," explained Seselj.

He added: "It is true that the economic situation in our country is difficult and the social circumstances are even worse, but these conditions were to a large extent caused by Western subversive attacks on the independence and integrity of our country".

Seselj said that the purpose of funding "quislings and subversive activities" was to allow the U.S. and its allies a much easier access to Kosovo-Metohija and to break that part of Serbia away from its mother state.

Seselj said that, according to the CIA document, $5 million was allocated for the setting up of "alternative universities" where CIA agents would lecture. Then they complain when we do not allow those CIA agents into the country! They do not care that our citizens cannot get visas to travel to some western countries because those countries dislike their political ideas and ideology. But it is a problem when the direct creators and promoters of the special war against our country do not get visas because they engage in subversive activities as they did in Chile, Panama, Nicaragua and other Latin American countries, concluded Seselj.

Bribes for Judges

"The whole $1 million was set aside for the judiciary, to bribe judges. Of course, said Seselj, some of the judges have already been bribed. Who are they? They are the members of the so-called independent association of judges. One of them is in the Supreme Court, the other one in the Constitutional Court. They are obviously working for CIA and for money," said Seselj.

Seselj added that another million was set aside for the electoral commissions: to bribe their members, as they did in Bosnia-Hercegovina. We saw what they did there, all of their machinations. Still, they couldn't distort popular will in accordance with their interests.

What should the reaction be?

The weapons against the "CIA secret document" were openness and patriotism. He stressed that every treason must be stigmatized clearly and openly. "Our people has never tolerated traitors and I am certain that it will not tolerate them in the future. What will happen to traitors in such conditions is not my concern. They should worry about that!" concluded Vojislav Seselj.

Disgraceful Document

Serbian Vice Premier Milovan Bojic said the CIA document proves that the Federal Republic of Yugoslavia and its republic of Serbia are not imagining they have enemies; the enemies have spoken out through this paper and are paying big money for their cause. What NATO planes have been unable to do has now apparently been entrusted to the mighty U.S. dollar, or a combination of the two:

"The goal is clear, Serbia has been divided and it is clear who is who, what is what, what prices are: $35 million should supposedly prepare the Serb people for a rebellion, to allow it to mature and get smarter. Since the Serb people is immature these intensive evening courses should show it how to change itself and its government. This is just a trigger whose goal is to fire the malcontent, to stimulate the rebellious, to seek out and pay the traitorous, to bribe and enslave the people. Each of the items in this disgraceful document gives specific descriptions, set tasks and fixed prices for individual jobs. Besides fixed prices, this document also mentions donor organizations, their legal meetings, logistic and financial support to this program," said Bojic.

He especially drew attention to several items in this program:

"The so-called champions of free speech are getting a hefty sum of $10 million. Now the citizens can see how independent are the so-called independent media. Their newspapers have become the hired spitters on people and institutions, their honor and dignity, factories of untruths and half-truths whose credo is that every new lie is the best. Fortunately, those factories are being closed down based on the same principle. Because, a lie is like a snow ball: it grows as it increases, but it melts if it stops. They are those who have grown rich on lies and had been snug like a bug in a rug until the passage of the new Law on Public Information."

"They do not want to understand that lies are not banned by the new Public Information Law, but that they have a steep price. They are those who, like hens, have changed their abode and are now throwing bales of democracy at us. Like goats in a nursery, they have torn at people and showered insults on the Serbian government, depicting it as some kind of state sanitary practitioner, and themselves as some kind of heaven-sent clean guys, unblemished and fearless," said Bojic, adding that he had a chance to convince himself that their sources are either dead or criminals.

He said he was sure that, after this, the people of Serbia will realize and learn that the "freedom of information is the true freedom, and that a man is free only when he serves the truth." Thus, he said, he now understands why he is on the list of the citizens of this country, honest people, who have been banned from more than 30 countries [European Union and USA]. Then, Bojic posed a question: "What kind of democracy restricts the freedom of movement and bans a professor of medicine [Dr. Bojic] from exchanging his opinions and humanitarian medical knowledge with colleagues abroad? What kind of democracy punishes freedom of speech in parliament? What kind of democracy imposes such bans, formulates such programs and works on their implementation?"

"The name for such democracy is tyranny and violence," replied Bojic. As he explained, a tyrant is not elevated by personal merit not wealth, but obsequious people who serve him, who tell him that he can do anything with money, and are capable of anything.

Price of Discontent

He said that the CIA document clearly shows two directions of operation - as a sign-post of the present political reality in Serbia and regrouping on the public political scene, and justifies the measures, regulations and laws passed by the Serbian government. These regulations have been passed "based on our intuition and profound consideration in the best interests of the people of this country. Because we know what we are doing. We know that we do not want to break up this country and give in to orchestrated trade-ins," explained Bojic.

This paper undoubtedly shows, continued Bojic, those who have presented their face with assistance of huge financial assistance. "But, this document also condemns and predicts all those potential future traitors and foreign hirelings". He stressed that the purpose of the document is to preclude the inevitable. "The truth and justice may be slow, but they are finally getting to the eyes of those who would not see and the ears of those who would not hear that Serbia is not defending only the Serbs in Kosovo-Metohija, but all the people living there," he added. "Serbia does not classify its citizens as desirable and undesirable," he said, stressing that "this is an unwelcome truth for the authors of this paper." The authors of this document, he said, cannot be reconciled to the fact that "the only cure against unwelcome truths is to accept them, and that the truth, however powerful, cannot do so much good to mankind as a lie can do harm."

The document has earmarked $5 million for the setting up of an "alternative university education network," in our country. Bojic reminded that no country anywhere in the world invests more in education and student standard of living. According to Bojic, the writers of this document underestimate workers and pensioners who suffer the burden of the crisis, while they give $2 million to student organizations and their leaders.

All parliamentary parties have among their members students, bakers and tailors and they organize within political parties, Bojic responded to shouts about student left [although according to the recently enacted Public University Law, political parties are banned from setting up organizations at public universities, Yugoslav United Left, Bojic's party has recently set up a University Committee of JUL, or CUL (pronounced cool)] and added that now it is clear what these student unions and parliaments are and it has been proven how much their actions cost. The owner of a certain newspaper, reminded Bojic, has called on judges to raise their voice against the Law passed by the Parliament, to channel the dissatisfaction. Now it is clear that that dissatisfaction is worth $1 million, explained Bojic. "Serbia respects force, power and might as respectable categories, but they must have clearly defined boundaries. The people of Serbia feel closer to force in the service of justice, than in the service of force," Bojic said. He said that "to betray oneself and one's own people is the ultimate shame, while to help one's own people and one's own country is the ultimate honor."

This document revels everything to the citizens of Serbia. The respectable gentlemen have humiliated us. Those who fuss over smaller scandals in their own Senate and export bigger scandals to us, have humiliated us. Those who wanted to train us quickly, to transplant a different brain to our sculls so that we could act according to their wishes have humiliated us. Yet again, the Serb people has demonstrated that it does not want that.
