The humanitarian organization "Doctors Without Borders" and one of its founders Bernard Kouchner have been seriously discredited by their suspicious activities in the former Yugoslavia. This was stated yesterday at a press conference held by the Federal Minister for Information, Goran Matic. Matic claimed that the international organization of physicians was used as a cover for intelligence work, while Kouchner engages in smuggling in Kosovo and Metohija in cooperation with Albanian separatists, and at the same time tries to suppress information about crimes committed against Serbs and other non-Albanians.
"Not accidentally, this year the organization 'Doctors Without Borders' received Nobel Prize, although the NATO aggression against Yugoslavia produced a different picture of them," said Minister Matic, reminding that exactly Kouchner was the creator of that organization in 1967.
"It is interesting that members of an organization of physicians, as they present themselves, are trained for collection of political and security information, sending of encrypted reports and destruction of documentation in case it is impossible to evacuate it from the field. 'Doctors Without Borders' send daily, weekly, and monthly reports, but the information included in these reports is not collected by physicians but by intelligence agents and analysts," said Minister Matic.
As an illustration of these claims, Minister Matic showed to the journalists a translation of one of the reports of "Doctors Without Borders" sent during the conflict in Bosnia-Hercegovina. The report includes data about the Army of the Republic of Srpska, its clashes with the Muslim Army and other military intelligence.
The Federal Minister for Information stated that the organization "Doctors Without Borders" collects information about changes in political, economic, and social context, with implications on the stability of a country. The same applies to the political events such as elections, activities of political parties or demonstrations. They analyze political forces, break up of alliances as well as the influence of neighboring states on the situation within a country. Special attention is given to the indicators of the economic situation such as inflation, exchange rates, quality of food supply and activation of government reserves. "Doctors Without Borders", it was said at the press conference yesterday, also follow the human rights situation, and reactions of the local authorities in that context. In the region with armed clashes, they analyze military movements, clashes and migrations of the population.
According to Matic, members of this organization are instructed to frequently change their living quarters and not to use telephone for important communications. Before their arrival to this region, they have been imbued with anti-Serb bias through indoctrination. Alex Parisel, an official of that organization, provided instructions about how to provide information from the field. The organization is responsible for converting an anti-terrorist action of the Police in Racak, in January 1999, into an alleged massacre of civilians.
"This year 'Doctors Without Borders' sent reports about 18,000 regular troops and 20,000 reservists of the Yugoslav Army in Kosmet, but they did not say a word about the expulsion of more than 200,000 Serbs and other non-Albanians, about 500 murdered and 600 abducted Serbs," stressed Goran Matic.
A former chief of this organization in Belgrade was appointed for one of the leaders of the OSCE mission in Kosmet. Thus is turned out that spies were given a Nobel Prize, said the Federal Minister for Information. He emphasized that "Doctors Without Borders" are operating outside the limelight, but nevertheless manage to pass their information to the media.
"French physician Kouchner today behaves in an undemocratic and uncivilized manner in Kosmet, blessing the expulsion of 200,000 people. He is not implementing the UN Security Council resolution 1244, and is constantly in the company of terrorists. He represents murderers whose crimes recorded on video tapes we shall soon make public, rather than the UN. One has to wonder whether the UN is also organized in such a manner, if Kouchner is their best representative. Kouchner engages in pillaging and mafia operations. He produces and signs regulations that are used for a huge theft and in connection with trade. It is sufficient to have a document with his signature to import supposedly humanitarian goods without paying any taxes, and those goods can easily be sold. On one such document there is the name of Dragisa Burzan, the vice-president of the Government of Montenegro. Thus Montenegro and Kosmet have become main centers for smuggling in this part of Europe. The price is paid by the population, while Kouchner is getting rich," said Goran Matic.
Journalists were shown a recording from an interrogation of the aforementioned Jugoslav Petrusic, actually the part in which he talks about the murky business of Bernard Kouchner, above all about smuggling of medicines and food. Speaking about Kouchner's attitude with respect to Serbs, Petrusic says: "He will never be on our side. Absolutely never".
Federal Minister Goran Matic said that Kouchner engages in smuggling under the auspices of the UN and France and at the same time implements plans of NATO strategists.
"He made the situation in Kosmet worse than it had ever been. Such situation is condemned by the whole world apart from a few individuals who are sticking their heads in sand. The truth is simple: the Serb people is the victim in Kosmet, and Kouchner works for the French intelligence service. He does not represent the UN but mediaeval policy implemented in Kosmet. The modern world and Yugoslavia demand that he be replaced, and I hope that he will eventually be extradited [to Yugoslavia]," stressed Matic.
