His speech represents a projection of the future of Serbia in this and forthcoming years. Regretfully, that future represents our collective fate and it is, based on content, the future biography of men who were certified dead three days ago.
In the text - where the messages are pregnant with threats, and the threats overflowing with messages - everyone is assigned a task. The world, meaning the developed, fascist part of the world, must kneel and admit its defeat before the onslaught of Serbs. Therefore, we must fight! The rest of the world, the undeveloped part, must follow the Serbian example. Therefore, another fight! As far as the Serbs themselves are concerned, things are clear. Therefore, even at home - a fight!
Our president has finally divided us into Serbs who may survive and Serbs who have no inclination for this hobby. Everything he says, everything he does, everything he orders, everything he plans, the manner in which he selects the executors, the methods in which he doctors Serbian public opinion to absorb without a peep ever greater doses of violence, social sadism and economic masochism, all this demonstrates that in his head he has fixed a day of reckoning with all those who believe that the next election will be the day of national judgment for everything to which the people have been subjected in this decade.
That is why he first defined a target. The target this time are petty servants of the New Fascism and their bloody allies who are betraying this country. Pay attention to the adjective - BLOODY. In political terms, they are those with blood on their hands, that is, those who are committing murders throughout Serbia to settle someone else's accounts. He who commits murder loses the right to be angry if in that bloody game he himself is subjected to the same treatment. No chief of a European nation in this half century has ever sent a clearer message to his opposition. Which, truth to tell, has not been proven guilty of any murder - let alone a political one - but in revolutionary times it is shameful to take such trifling details, human fates, truth, justice, evidence and morals into account.
After the definition of the target, the aforementioned adjective gives an indication of the means. They will, I wager, be bloody. The manner in which members of Otpor [Resistance] were beaten in Pozarevac is highly symbolic: all of them had black eyes swollen to the point where they could not see. What business do they have looking at anything? What business do they have knowing anything? What business do they have remembering?
Such an adjective frees all the actors in the drama on the regime's side of any responsibility because how could it not be plain to all well-intentioned Serbs that what occurred was a praiseworthy campaign of crushing of Serbian cockroaches? To get them into prime condition, all leaders of certain segments of the regime have been mandated to constantly repeat the mantra: opposition pests, trash, rabble, mercenaries, murderers, servants, maniacs, fascist storm troopers, Hitler's youth, spies, assassins, locators, saboteurs, deserters.
This exercise in front of cameras of state-controlled and para-state media, the harshness with which the media are treated, the arrests, punishment and beatings, have the goal of leaving no eminent Slobist out of the game, of demonstrating the singlemindedness and firmness of all Milosevicites. The chief must be sure that not one of his people is playing a twofold game, that none of his own can any longer create a moderate aura, a man with whom the opposition might be able to talk or Socialists who, within the ruling party, might be able to establish new game rules according to which a dissenting opinion might be tolerated.
Sloba simply wants to roll every general, whether he belongs to the army or the police, every state or party official in so much tar and feathers, to force him to run up such a huge bill in front of the opposition so as to make forever impossible any cleansing of his biography and thus to force him to tie his fate to the endurance of the Slobist regime. This forges fanaticized cadres who see in the battle for the protection of such a regime also the battle for their own interests, the futures of their families, their personal, material and professional security.
The policy which purportedly aims to create a multiethnic and multicultural society does not permit the Serbs themselves a different political opinion and every claim that fear and violence cannot be a legitimate part of the political game leads to actions outside the law. Jamming of independent TV stations, brutal sentences, beatings, mobilization of criminals, death threats, unresolved crimes, the silence of the police regarding the dead from the ranks of the regime leadership, the failure to mention the crimes against opposition activists, the total powerlessness before corruption and the collapse of the economy, the hiding of the final bill for having such a government - represent the frame which reminds us of Argentina.
In Argentina, during a period of rule by a military junta, general Iberico Saint Jean (sp?) stood in front of the cameras of state television and announced: "This year we will destroy all subversive elements; then we will destroy their accomplices; then we will destroy their sympathizers; and finally we will destroy those indifferent citizens who failed to oppose them. I estimate that we will kill fifty thousand people and that approximately five thousand people will be killed in error."
The intensification dictated by Sloba demonstrates the readiness of the regime to display its readiness for a physical confrontation with the citizens on a small sample. Even if there is to be some bloodletting in order to prevent shifting of large numbers. Since the world has been declared fascist, every acceptable form of arbitration has been excluded until Washington confesses its sins and acknowledges Belgrade's victory. In other words, Milosevic is gently advising the opposition: We are all alone, gentlemen, in the dark chamber and I can do anything I want to you.
This position on his part will have, on the one hand, a consequence which is a Slobist plus - the inviolability of the ranks of the regime, at least until they begin shooting at the citizens and the army and the police splits into those who are and those who are not willing to do this. On the other hand, Sloba feels too secure at home and thus fails to see the negative effects of his theory of terror, training and open hunting season on the intelligent, liberal or ideologically unkempt.
Fear of him will force the entire Serbian opposition, before the summer, to create its own central committee, to vertically bind itself into an organization better prepared for action. Whoever among the leaders of the opposition remains outside that binding process will find himself dead in theory or in practice. The crudeness of the regime will lead, on the one hand, to the growth of extremism within the opposition and to a different balance of power among the moderates and shrill voices.
This kind of situation is especially dangerous for the Slobists in that it will force Kostunica to form a sound foundation and alliance with Vuk which will dictate the conditions for both the opposition and the regime when the right time comes. Considering all this, I fail to understand how the state security forces in their analyses which they prepare for Milosevic and which are edited by Suvakovic fail to comprehend that - if everything follows its due course - a civil guerrilla will emerge from the ranks of Otpor [Resistance] movement. What do they have to lose, anyway? Or to gain? Or to expect? Every other form of resolution is complicated as a result of the fact that in Serbia there is no justice which would represent an objective force wedged between the two warring forces.
This is our future as prophesized on Victory Day, this is the tragic biography of a nation divided, by the will of the Leader, into three tribes - the Slobists, the Antislobists and the illiterate; into three exoduses - from Croatia, Bosnia and Kosovo; and into two castes - the wealthy and the wretched.
