One Measure, Two Measurement Units

Jagodina - Indications that the electoral commission and the district court will decide according to the calculations of the local SPS turned out to be correct. These two bodies made the clear victory of the opposition coalition "Zajedno" ["Together"] uncertain by annulling 12 victories of the coalition candidates and one of the Serbian Radical Party, which has in Jagodina openly sided with "Zajedno". All 13 mandates were annulled because of the surplus of ballots [more ballots than votes cast], which amounted to one to two ballots; victory margins in all cases were between 50 and 250 votes.

The same measure was not applied in precinct Tabane 4, where the socialist candidate won by seven votes, and the official results showed that there was a surplus of 101 ballots in the ballot box. In the village of Majur, the SPS candidate won by one vote while there were two ballots too many in the ballot box; that victory was verified [by the district electoral commission]. Hunger strike of four "Zajedno" members and two Jagodina citizens hasn't been successful. Socialist "representatives" remained consistent in their intentions to keep Jagodina "red" at any cost. Because of that, the hunger strike was called off and the local "Zajedno" headquarters have been in session preparing to confirm the victory in 12 precincts which will be open for a third time on December 1.

Massive demonstrations in Jagodina which were attended by the citizens from other towns (Cuprija, Paracin, Svilajnac, Despotovac and Rekovac) began on Saturday [November 23, 1996] in front of the city hall and were continued by a walk through the town.

Coalition "Zajedno" needs a 50% success rate in the third round in order to win the city hall. Nevertheless, they expect 12 victories. Citizens of Jagodina were informed about vote rigging through messengers and fliers which are printed almost every day, since the media are out of reach [for opposition]. The aforementioned dishonourable actions resulted in the split between the Socialists and their coalition partner, United Yugoslav Left (JUL): two elected JUL representatives expressed desire to join "Zajedno", which should be made official before the first session of the new town assembly.
