In spite of increasing positive relation between Croatia and United States, which is only on the basis of pragmatic, strategic interests, from the last State Departement's Report on the state of human rights in Croatia, it is obvious that America knows everything what happens here. The report emphasizes crimes and ethnic cleansing in Krajina, noticing that Croatia wants to legalize changes in population, caused by the military action, than to render possible the return of Serb refugees and exiles. The security forces have participated, or ignored, in numerous maltreatements on the liberated territories. According to UNCRO there were about three to five hundred very brutal murders on the ethnical basis, than; plundering and burning the houses, confinement and torturing of prisoners, depriving them of just legal process. Many of Serbs have been tried in two @^s, on the charge of mutiny, with no possibility to contact the lawyer. Judges were appointed on the political and not on the competence and quality basis. Government didn't establish the Temporary court for human rights although it's Constitutional obligation, and didn't take a step to punish the perpetrators of those crimes. Serbs in cities and towns are furhter exposed to the terror and menace and forced to emigrate. Government also threatens to the liberty of press and media. National TV (HTV), radio and most of the press are under total control. Government also does't grant citizenship to Muslims in Croatia although they comply with the conditions for it.

"Serbian and Croatian identities are not clearly distinguished. Croatian dialects are very often more different from each other than from Serb's dialects of the same areas. Serbs are mostly atheists, but they base their nationality on the orhtodox christianity, which they share with Russians, Greeks, Roumanians, Bulgarians, Ukrainians, etc. Therefore it is not more natural to build a Croatian or Serbian state than to build a Bosnian or Yugoslav one. Nationalism was produced by the political elites, as an easiest attempt to legitimate their new reign, which rests upon a permanent production of fear and insecurity in the population. Hence the nationalism is not congenital to Serbs, Croats, Muslims, but the result of systematical manipulation."- says Catherine Samary, the university professor on the "L'Universite: Paris IX - Dauphine", and author of the book:"Dissected Yugoslavia", in her Arkzin's interview, and continues: "In Bosnia so many atrocities have been committed to prove that it's "natural" for three nations not to live together in one state.

Usually "natural" means spontaneous and effortless, and no force is contained in it. The war was created out of a deep economic and social crises of the former Yugoslavia, in which the republics elites have started to compete like the companies on the market. Mrs. Samary differentiates two sorts of nationalism: the agressive nationalism of big nations: Serbian Croatian Slovenian, and pacifist nationalism of small nations: Macedonians, Bosniacs who were even not interested in dismemeberment of Yugoslav federacy where their nationalities have been for the first time politicaly and culturaly recognized. Tito's self-management principle, republicanism and federalism, the industrialization of country, and uprooting of illiteracy, unfortunately have been spoiled by the bolshevist one-partysm, and uncompromising beating off the significant political differencies. Ante Markovi 's liberal endeavour to save Yugoslavia has neglected the collective entities, because liberal competition brings out the dominance of stronger and richer, or dominance of one collective over other brought out by majorization. Mrs. Samary sees no the essential conflict in between Croatia and Serbia, but between Serbia and Bosnia and Croatia and Bosnia. Dayton's peace agreement has given Tudjman and Milosevic a free play in their tendencies to suppress the opposition and independent media. The case of Studio B in Belgrade, the Tudjman's "mayor affaire", the resignation of multiethnically orientated prime minister Silajdzic are the first results of such "pragmatical" support of the international community to the Balkans authoritarian chieftains. The events in ex-Yugoslavia regrettably have reflected on Europe. The pro-fascist and racist forces have raised up their heads against the globalisation and multiculturalisation. They all demand from their nations to be; outwardly imperialistic, on the frontiers protectionistic and inwardly ethnically clean. For Mrs. Samary, Bosnia is a turning point. If the multiethnic principle prevails, the state will be re-established, and Balkan chieftains will finish in Haag. If opposite, they will be rewarded and a hard time for the democracy in Europe will continue.

A strong authoritarianism of Croatian national mentality doesn't tolerate any autonomous initiative. Everybody looks to president Tudjman, what he will say... And president Tudjman, as usually, will manipulate with people, for his own benefit and the benefit of his oligarchy, giving away crumbles here and there to sooth the discontent of the war veterans, taxi drivers, retired people. On the other side: Tudjman threatens workers with the police repression, in the case of strikes and demonstration. As if workers, industry, transport, public services, haven't contributed to the defense of the country. Tudjman despises intellectuals, political parties, free-thinkers. Tudjman knows nothing about economy, since he is surrounded by flunkeys and their Potemkin's villages, the mirage of Croatian "economic miracle". As a dictator he doesn't use an open crude violence of police and army, but rather creates stupid laws, using HDZ majority machine in parliament.

Mr. Branko Babac the Croatian Public Legal Officer (Ombudsman) in his human rights report to the parliament,made in february 1996. for the year 1994. has told a rosy fairy tale about peaceful even boring country that functions like a Suiss watch, which citizens are overcontented with all the institutions of a system wide opened on their disposal. Mr. Babac was hidden and self-abnegating for almost three years since his appointement by the Croatian ~}ltitude of citizens, in searching for their constitutional and legal rights, passes by his office, ignorant of his existence. The year 1994. was very prominent in human rights violation in Croatia, for there were so many brutal evictions from flats, problems of refusals to grant the Croatian citizenship, illegal firing from the job, blasting of houses, dissapearance of people, illegal mobilizations... One can read NGO's reports of that time or report of the Council of Europe, State Departement, UN- Council of Security Declaration. All these events were every day in media, newspapers, radio, TV. The Ombudsman could have reacted on the basis of any of these information. In his competence belongs the right to initiate the alteration of laws refered to the protection of constitutional and legal rights of citizens. Some of the laws, enacted by HDZ, were even in collision with the Constitution of Republic of Croatia, according to the Supreme Court. Mr. Babac has rather stayed hidden and silent. Although for his work in last two years was apportioned 1 million DEM from the State's budget, to this day, he has not appointed his deputies and co-operators. Therefore the Coordination of Organizations for the Protection and Promotion of Human Rights of Republic of Croatia, demands the initiative of procedure of removing Mr. Babac from his office, and more efficacious control of the Ombudsman's work.

In Croatian sensation-mongering press, the misterious report of the three SIS (Secret Service) agents about the situation in the Ministry of Defense has been published. The report contains 304 pages of various illegal activities, buggings, financial malversations, bribes and corruption..etc. There are many indications that the report was simulated in order to bait and discredit the opposition. There is also a probability general purge of the old system's inherited structures, on behalf of the "young lions" of recent war. The report has not met any reaction of the authorities, nor the legal inquest of the Solicitor-General, Marijan Hranjski.The whole process has remained only in the sphere of sensationalistic media, not in the area of public speech.

An author considers new alterations of the "Law of the obligatorily relations", in which there is deleted the duty of state to refund the damage or loss incured by a terrorist activity. It's only said it would be regulated by the special ordinances, some day, who knows when. The new law is applicable retroactively.

In Zadar on 27. and 28. february has started a trial against Zvonimir Lasan (22) for the murder of Janko Sakic, after the military operation "Oluja". During the trial there was a lot of inconsistency in the statements of wits, and the defendant. On which Public prosecutor hasn't reacted with the new questionings. On the contrary he has proposed to the court to accept the mitigating circumstances, and Lasan has got only 6 years of prison instead prescribed, at least 10. In Split on 26 of feb., family Didara was evicted from their flat, all the property being thrown out on the streets, the woman and man beaten and harassed by the soldiers. The police didn't protect Didara. They protected the evictors from the publicity of media and monitoring of NGO's.

A confession of the soldier of Army of Bosnian Serbs, Drazen Erdemovic, who has participated in mass executions of Muslim civilians from Srebrenica. He describes in details all the massacres of 1200 people on one field of the farm in Pilice, near Janja, on the road Bjeljina- Zvornik. The perpetrators have used the bullets of 7,62 mm, and heavily wounded victims they've finished off with the coups of Erdemovic didn't want to participate but was warned that he could be killed too. After the crime they have excavated the large pit to bury the corpses. Than he has seen another execution of Muslim people on the street with hand-grenades. Erdemovic, a child of Serbo-Croatian marriage, was one of many volunteers who believed in 1991. that he was fighting for Yugoslavia, by besieging Vukovar. In 1992. in his native Tuzla, first he had joined HVO (Croatian Council of Defence),than he has run over to the Serbian side. In Serbia he had came in contact with ABC- TV- station, and has offered his story, and his testimony to the Haag's Tribunal. Serbian police has arrested him and they will have to extradite him to the Hague.

A student from Heidelberg writes about changed situation in Germany, wherein to be Croat today is exactly like being Serb two years ago. The author wanders why today in 1996., and not in 1991 when Croatian reached its very culmination. It was because of "the affaire Koschnik", she concludes. But the events in Mostar are only the logical consequence of the same policy that Croats carry on since the first election in 1990, the policy of ethnically cleansed state. Fierce Croats in Mostar joggling Koschnik's car, don't seem much worse than Croats of the first mass-meetings of various Croatian party meetings six years ago.

The violation of human rights since one year has gradually become legal. Croatian parliament (Sabor) has enacted series of laws which limit or suspend the rights and liberties granted by Constitution and previous laws, like suspending the parts of the Constitutional law of human rights and rights of national minorities. "The law of the art and artists", which follows very centralistic legislative model, favorizes a State arbitration. Even 20 of |{}es were related to the ministry in authority. The law has many "rubber" articles of the awkward and polysemantic formulations. The independent union of professors and scientists, complains that the newly proposed "Law of Universities and higher education" proclaims the University's autonomy, but it doesn't give the mechanism for the implementation of it. Especially humanisic sciences are thoroughly directed to the state budget, and state control. The Coordination of NGO's for the protection and promotion of human rights calls the public attention to the new "Law of NGO's, associations, and communities", which establish total control of the State over the work of NGO's, and civic society, and initiatives.

Four months after the elections on which HDZ has won again and again has turn a relative majority in an absolute power, the same pre-election jumbo- poster of president Tudjman hanged on several places. This time in Zagreb's city council HDZ has got 17 seats and opposition 33. Nevertheless HDZ again wants absolute power. But this is not important. What is important is the head on the jumbo posters, the only constant value in last 6 years. It has installed 5 prime ministers and governments, ministries judges, mayors, even sport couches. He has given his statements about miss-concourses, pop-music... For the sake of his own historical magnitude he has lightly acceded the war, and sent thousands of young people in death. A brief public inquiry shows that many citizens don't like the poster. It reminds them of Soviet, Chinese or Korean communism.

An author is on the postdoctoral studies in London. He refers to the lecture given by Bosnian ambassador, Muhamed Filipovic, wherein he regarded Nikola Koljevic, the right-hand-man (after Biljana Plavsic) of Radovan Karadzic, the leader of Bosnian Serbs, originally as Bulgarian. Filipovic's ancestors were Croats, Karadzic is Montenegrin, and Mladic - Serbian. After Filipovic came Novak Kilibarda, a leader of Montenegrin pro- Serbian opposition. He was full of praises for Tudjman and his leadership of Croatian people. Jovic than extended to the year 1954. when in Buenos Aires, Argentina, have met Croatian ex-fuhrer (Poglavnik) Ante Pavelic, and Serbian fuehrer (Vodja) Milan Stojadinovic. They've made the appointement to overthrow Tito's regime and split Yugoslavia assunder, on Croatia and Serbia; exchanging people and territories, in order to fix the borders between them. (Sounds familiar?) Pavelic said Bosnia and Herzegovina was an artificial product of the occupation made by Turkish Empire, and should be divided in two. (Sounds familiar?)

A long expected magazin for the culture of youth: Homo Volans is like a house of pared claes, brought to the exhibition of pets, even winning a prize. A peaceful, tame, aesthetic, something to be a proud of. "Nevertheless", Markovic says, "I prefer a stray Tom-cat which takes care of himself, chasing mice and rats and winning the favour of a she-cat, not waiting that someone choose him a match." The magazine is an ivory tower of pompous self-sufficiency, of frivolous reviews in the same style: cold, aloof, skilfully written, but without a personal eros in it.

Marcel-Li Antunez a Mexican body-artist, has recently made a performance in ZKM (Zagreb's theater of youngs), named Epizoo, or epidemic of animals, a bastard of performance and installation, adopted to the new computer techniques. It consists of a set of pneumatic mechanisms affixed on two metal shuttles, attached on his back. Thus enables the movements of various parts of body; ears, nose, ass, chest. On the screen behind is 2D and 3D animation. The author produces onomatopoeic sounds on a microphone. The project shows a basic desire to rebuild a man in new civilization of Mind.

An interview with Marcel-Li Antunez. He considers his own approach to body-art as more theatrical and interactive than Stelarc's (see the issue 49.). He would like to work with servomotors that bring more control and possibilities thab with pneumatic, but he is too short in funds. The exhibitions in Ljubljana and Podgorica were interesting: severed heads, pleasure-machines, love letters....It's like architecture, one has a space to fill up. "I am a hedonist, I love the life, my body and other bodies. For me, Eros means food, sunshine, relation of me and the nature. I am a sort of pantheist. The technology is only a means, a tool, not the idea of performance.

The idea of "free radio" was a programme of those included in social changes since the beginning of radio broadcasting. During 2nd world war, Algerian war and national liberation wars, free radio was an important weapon, but first mini FM has appeared in 70's in Italy due to Felix Guattary, who has very creatively connected political ideas with the sub-cultural endeavours towards idea of free radio stations. The boom was fantastic. In Europe, America, Japan. It has become a global movement, very often cursed and persecuted by the Establishment, as "home enemies", "foreign hirelings", "obnoxious". In Croatia there were many examples of pirate (mini FM) radio stations: Radio Slic, Radio Lucifer, Radio Utopija, Radio Susjedi jel'me cujete; Radio Dugave, Radio Gajnice. But they have died off.

Bill Viola, the American video-artist, National Endowment for Art Laureate, has installed his exhibition; "The Passing" from 1991. in Multimedial center (MM), in Zagreb. The Passing considers a dualistic nature of dream and reality, time and space. A relativity of life, passing from one state in other is represented all 70 minutes of black and white pictures on a screen,in which are used the interieurs of hospitals and flats, the exterieurs of Californian bays, water, Death valley, tunnels, highways, but all as if caught in an eyes angle, on the edge of a vague dreamland.

The Croatian fanzine comics scene. Most of them have only Xerox machine, a little money and a lot of talent. "Endem" and "Vitez" (fanzines) try to be shaped like the reviews of the "above ground" comics. "Variete Radikal" pretends to be "under'alter art". "Stripoholic" is dedicated to anarcho-punkers.
