An interview with three chief editors of the famous satirical weekly Feral Tribune, (Viktor Ivancic, Boris Dezulovic, Predrag Lucic) which is a thorn in flesh of Tudjman and HDZ.Their neighbours have been visited by the police officers and interrogated about the behaviour of the Feral editors: what do they do, where do they go, have they come down to the shelter in the wartime, and so on. In their characteristic waspish humour they mock at it.The new law that protects politicians from a libel they see as a transformation of the national state in the national park, with the politicians as "protected animals" in it.On the last session of HDZ- committee:"We are going towards the time when all the citizens will unstabilize Croatia. Everyone is a potential enemy of t he state. Tudjman's and HDZ's rule couldn't function without the enemies. So it is our patriotic task to become the enemies of the state in order to keep HDZ in power."The situation with the independent medias in Croatia is worse and worse. The influence of them is marginal, while the influence of the state controlled TV is enormous.The price of peace is that US and Western Europe will give to the Balkan's chieftains a free play to tyrannize their subjects. They shouldn't only wage another war against each other.

Tudjman gives away to his tennis mates the factories, firms, corporat ions, though never being his property. His family, the families of his close friends and HDZ-functionaries have become rich overnight.Small stock-holders growing poorer every day are forced to sell their share for a cheap to the upstarted tycoons. A very thin layer of the population creates a rich oligarchy.The rest is just an impoverished folks.No middle-class at all. A few have a pwer of life and death over four millions of population.Strikes are banned, demonstrations are banned, labor unions are denou nced as state enemies, the opposition is denounced as a state enemy, and its victory on the municipal elections in Zagreb is simply ignored by president Tudjman who has rejected oppositional mayor,and imposed his own one.

But the recent events in Mostar (affaire Koschnik) has shown that the protegee between Germany and Herzegowina has chosen Herzegowina. Between Europe and Balkans. Of course, the Balkan orientation is a source of HDZ power. There is not an inch of Europe in Tudjman's behaviour.

The International Tribunal for the War Crimes in Haag has been established on 27 of may 1993, due to the resolution 827 of UN - Council of Security. Since that time the number of war crimes have run lower. Although Croatia and Serbia, since long, have boggled about the enactment of the law of cooperation with the Tribunal,they've changed their mind since by the non-cooperation and refusal to extradite the criminals they risk the sanctions and international isolation. In Croatia, even a new Consitutional law is prepared.

Pragmatism was always the reason of justice being amissed. No politician or soldier would agree with the peace if it has meant his own incarceration. That's why the international community has always sacrificed justice for any kind of peace. The International Tribunal in Haag was established in order to change this incidence and settle peace which would not exclude the criminal charges against the perpetrators of war outrages.This Tribunal has come out to be very principled, since it doesn't save anyone from the responsibility including the top chieftains and warlords on all sides: Karadzic, Mladic, Kordic, Blaskic..They could be arrested by any policeman anywhere in the world, and there countries will be monitored and treated according to the level of cooperation with the Tribunal..Peace is possible because all sides have assessed that the price of war is too big, especially now when the balance of forces has been established, and they have come to awareness of urgency to rebuild their countries and to join the international economic and political mechanisms.

An interview with colonel Bob Stewart, the first commander of British UN - forces in Bosnia & Herzegovina. He has published his memoirs in a book: "Interrupted life", in which he proposes a stronger role of the UN - forces. According to him, in Bosnia and Herzegovina there were many UN - units which have taken money for doing nothing in the field. Especially the Dutch officers and soldiers in Srebrenica, who have left civilians unprotected to the Bosnian Serbs , .and should be criminaly prosecuted for this. But in spite of it there were many cases of UN- soldiers preventing mass executions, and generally they have done more than they were authorized to do. Colonel Stewart has tried to enter the spirit of the people in Bosnia, to understend their deepest motivations, and he has conceded he would do the same, thinking that "my side is always right". Each side has its reasons, everyone was scared that somebody came in its house to kill its family. The mass- media has created this fear, that was the main reason of most of the crimes committed in this war. Stewart has treated all sides equally, and was always on the victim's side.Many commanders of the opposing belligerents were old friends, and have communicated very cordialy while negotiating, exchanging presents, letters, asking about common friends, relatives...They were just an ordinary people, totaly ignorant of the warfare, very often disobediant and wayward. Only the ex-JNA o fficers were professionals.During the war between Muslims and Croats, Serbs were in the favorable military position to attack and conquer the territory, but they haven't done it, which hints at the possible Serbo-Croatian agreement.In the Muslim-Croat conflict Croats were those who made the most of the problems, particularly in Mostar, and there were also more evidences of Croats having burned Muslim houses than reversely.But the most embittered, colonel Stewart, is on the indifference of the internation al community that has left people being killed, raped, plundered, devastated, with the cynical suggestion: "Let them kill among themselves, don't interfere!"

Dayton's peace settlement should become a real peace, not what is at the moment: unjust cease-fire.The realization of the civil part of the settlement is not adequately elaborated. The important decisions are left to improvisations. The case of Mostar is the best evidence of this difficulties. Two years of intensive work , and 20 millions of dollars vaste, for EU.People have been exposed to the cultivation of hatred by the mass-media. The blind followers of the insane leaders, they bow down their heads, keep silent, and suffer. Noone dares to ask anything. In Zenica (Bosnia), there was the electricity black-out, for 15 days, nobody has asked why !? The same spirit of illiberality and force is felt in Serbia, Bosnia and Herzegovina and Croatia.The programme of rebuilding of socie ties should have included a training for the participation in public affaires, an education of knowledge of human rights since the primary schooling, so children would not repeat the mistakes of their fathers.

I was evicted with my husband, from my flat, on the darkest night. We should stop the war and offer hand to each other."The Muslim authority has advocated the united, undivided town since the very beginning. A young Muslim man says: "All this has happened so that twenty people on each side get rich."M ostar is forced to build up peace, at the slow pace. Hans Koschnik didn't want Mostar to be like Berlin. But Berliners didn't fight among themselves and they both wanted to fell down the wall.In Mostar there are many who wants to lift it up.

Not long ago in Croatia was published a book of memoirs of Ante Pavelic "Dozivljaji", naklada Starcevic, 1996, Zagreb. Dr. Ante Pavelic was, during 2nd World War, "Poglavnik" (Croatian Fuhrer) of so-called NDH (Independent State of Croatia), a creature of Ribbentrop's Foreign Ministry (according to Hannah Arendt). As a leader of the criminal military organization; Ustashe (Croatian version of SS), he was responsible for the executions, massacres and genocide on the large-scale, of Serbs, Jews, Gypsies, and disliked Croats, for establishing the extermination camps: Jasenovac, Gradiska, Jadovno, etc.,etc.Analyzing his literary pursuits, Raos has disclosed the p sychology of fascism, and its artistic inclination towards kitsch."Fascism is an attempt to build a modern state on the principle of a tribal rural community with the unbounded authority of a chieftain.Pavelic's political, cultural, and philosophical model is: backward, patriarchal, tribal Bosnian and Herzegovinian village. Croatia was only a decoration to it.

In Croatia there are two Rom's organizations: Party of Roms, and League of associations of Roms. They both try to articulate the social problems of Roms, but they came at odds with each other, which in addition aggravates their painful and arduous position, and serious social conditions in which they live. Don Stevo Djurdjevic, a chairman of the Party of Roms, is completely unsatisfied with the state policy towards Roms. He states that although "being the second minority, after Serbs, Roms haven't got a single representative in the parliament, and they are still marginal group in the society. Djurdjevic denounces League of associations of Roms as a para-state organization,supported financialy by HDZ in order to unstabilize Roms population. For him the president of the League is not even a Rom, but a Roumanian.President of the League of associations of Roms, Vid Bogdan, states that the League serves to adopt Roms in the Croatian society, as all the other citizens, and to improve the quality of their life. That's why the basic c are has been taken in education and resocialization for which they enjoy the financial support of the government. They publish their bulletin; Glas Roma.Bogdan is a Rom of Catholic religion, and he rejects the claims of being Roumanian. "Djurdjevic knows nothing about Roms and their history. There are Roms who speak different dialects, and there are Roms who speak only Croatian, but it doesn't mean that they are Croats, or Roumanians. They have still retained many characteristics of Roms."

After the fall of communism Croatia has become exclusively catholic oriented. The State Commision for the Relation with the Religious Communities, cooperates only with the catholic church. In Rijeka police was harassing Muslims after their common prayer. Catholic church which has supported HDZ in the beginning, has become an accomplice in moral debasement and decadence of Croatian society. It was based on an Uthopia that it is sufficient to overthrow the communism and all the problems will vanish.There is a plenty of religious contents, manifestations, blessings on TV, but a Christian conviction has not reach the society, although everybody refers to the catholicism.Many catholic priests and laicists criticizes the church that has not made enough of a distance from the authority, which permanently expresses the lack of morals in its behaviour. To be a catholic means to be socialy acceptable. For the employement in po lice, army or state administration, a written recommendation of priest, is needed. Some Church institutions, like the Commission of HBK (Croatian Bishop's Conference), Iustitia et pax, very often justifies some strokes of the authority, for instance military actions "Bljesak", and "Oluja". But they've never denounced the atrocities committed there.Church doesn't stand upon the defensive of a poor and humiliated. It doesn't actualize Pope's encyclical of a catholic social doctrine, which accentuates the wor kers right of participation in management. In Croatia the worker's salaries are miserable, they can be fired as the employer.pleases. All the situation is under the human dignity, and Church is keeping silent.

A report from the collective visit of journalists, members of HHO, and Adalbert Rebic, a principal of the Governments Office, to the refugee's and exile's camp in Gasinci, near Osijek, Slavonia. Everything was organized like a theater spectacle, of showing how good the refugees live. Although the refugees have played their role, (which, probably, they have been forced to play), the constraint and unnaturalness was evident in their behaviour. Many of them have been moved in the camp, by force, from the other camps, which were cancelle d,.; many of them ill, and victims of bureaucracy.They were promised to live in Gasinci, each family in one house, but they were mostly split, and placed five here, ten there, sometimes even separating children from mothers, and living five, ten, even twelve in two rooms shacks. And the director of the camp boasts himself that he has over thousand places left.Their Muslim priest (hodza), and Muslim Aid, a humanitarian organization from London, which so far has taken care of them, they both have left the m in the lurch.

A report from the shooting of a humoristic serial on OTV (Open TV)- "Vecernja skola" (Evening school), the only humoristic alternative to the general spirit of sterility and barreness in Croatia. The serial has not got a fixed screenplay, and is liable to individual improvisations. Vecernja skola mocks at the educational system we have been exposed for years, and which always has remained the inhuman drilling-machine, regardless of the long chain of reforms that have been undertaken. This is a laughter, as a defensive reaction on the soci al situation. Such a scoffing causes one to think about all.In addition to report, there is an interview with the main actor; Zeljko Pervan, a dean of Croatian humour, whose idea was Vecernja skola. His beginnings stretch to 1985. and Radio 101. He believes in a 90% of the inspiration and only 1o% of the perspiration. For him everything depends on the individual.

Free Radio Berkeley (FRB- 104,1 FM), established in 1993. by Stephen Dunifer, is a micro radio station that broadcasts from the Brekeley's hills and mountains in Northern California, with the unregistrated transmitter of 40W. It holds on to the regulations of a non-interference with the signals of the other stations. But it doesn't impress the American Federal "regulators" from the Federal Communications Commission (FCC), which try to suppress the station in spite of having lost a trail with FRB, before the Federal Court.In the last 18 months 2 new radio stations have been established in USA; Radio Libre (103,3 FM), and San Francisco Liberation Radio (93,7 FM), which broadcasts from the trailer parked on the street of SF.The equipement for such a radio station costs only 100$ and could be packed in a rucksack.CREATION OF PIRATE RADIO STATIONS DIRECTLY DEPENDS ON THE STATE OF ETHER IN PARTICULAR ENVIRONMENT!!!

A history of Dub-scene, a branch of Rastafarian reggae movement. A creator of dub was Osbourn Ruddock, from Kingston, Jamaica, best known as King Tubby. He had been working for thirteen years on the various sound system equipments. In 1968. he has invented his own sound system: Tubby's Home Town Hi-Fi, inserting the echo and reverb effects. His remix technic of removing vocal parts and amplify ing rythm section has created his first records known as "dub plate". In 1971. he has started a cooperation with Lee "Strach" Perry on the album Blackboard Jungle. In i972. dub crosses over the Atlantic. In Great Britain the first dub albumBrain Damage was produced by Denis Bowell. Prince Far I, Sly Dunbar & Robbie Shakespeare, Mad Professor, Adrian Sherwood and African Head Charge are the head names of the old school of dub.A new school of dub enriched by the electronic; synth, electronic drums, and lat er on digital tech. samplers, have created new styles: dub-rave, digi-dub, cyber reggae, and have launched new groups Zion Train, Dread Zone, Rootsmen, Leftfield, Alpha & omega, The Power Steppers.In february 1989. King Tubby was shot dead in front of his house in Kingston.
